STUART, Fla.-- The city of Stuart has sworn in its new top cop.

Joseph Tumminelli took the oath of office Wednesday morning to become the new police chief. He was appointed chief last month when the previous chief, David Dyess, became city manager.

The new chief says he wants to improve community outreach: "I've expanded my community relations unit. I've expanded my detective unit. We're moving forward with new innovative techniques. I've started some pop-up events."

The new chief, who has spent more than 20 years at the department, says he will be tough on crime and do his best never to portray the city in a bad light.
