BELLE GLADE, Fla. — Two people, one of them an employee with the Palm Beach County Tax Collector’s satellite office in Belle Glade, are facing third-degree felony charges for alleged driver’s license fraud.
Florida Highway Patrol arrested Tiffany Clark and Peniel Dalmacy and charged them with several felony charges for fraud and forgery.
Investigators were tipped off six months ago that Clark was giving out driver’s licenses to applicants who had not fulfilled all requirements.
Over the course of six months, investigators said they identified 29 records that were questionable. Of those customers, 19 were born outside of the United States, 14 of them are from Haiti.
Investigators poured over videos and conducted surveillance and concluded that Clark wasn’t working alone.
According to the report, Peniel Dalmacy served as the middleman, introducing Clark to new applications.
In some instances the applicants wouldn’t even drive during their test. Surveillance video showed Dalmacy would drive and the applicant would be in the backseat.
