At 5 a.m. Wednesday, Tropical Storm Debby had maximum-sustained winds of 45 mph and was moving toward the north-northeast at about 9 mph.
Debby is still not expected to affect Florida or any part of the United States.
The National Hurricane Center said little change in strength is forecast Wednesday, with slow weakening expected to begin late tonight or on Thursday.
Debby is forecast to dissipate over the far northern Atlantic by Thursday night.
Tropical storm-force winds extend outward up to 45 miles from the center.
